General Meeting at the LeRoy Township/Village Hall – Monday, Oct. 3, 2011

Terry called the meeting to order at 6:38 pm.
Mike and Brian both remarked that they had received notice from Howard, that due to his work schedule and working out of town, he would resign his position on this commission.
Bill moved, and Mike seconded the approval of the agenda.
Approval of minutes from the 7/11/11 meeting with the following change: time adjourned was 7:48 pm.
- Motion was by Mike, seconded by Bill – carried.
Approval of minutes from the 8/1/11 meeting – motion by Mike, seconded by Dale – carried.
Mike reports that the Township and the Village Council have agreed on a proposed contract for the LeRoy Township Planning Commission to take over zoning and planning responsibilities for the Village. The planning commission has agreed to accept the duty, pending review by the township’s lawyer.
The plan is to have three village residents, and four township residents on a joint planning commission. Z.A. Trevor Flint would administrator zoning regulations for both municipalities.
The planning commission discussed their wish to have a written zoning administrator’s report, submitted ahead of time if the zoning administrator will be on vacation, also their need for the information on adult business zoning, before they could move forward on that.
Sign Ordinance
Mike made a motion to recommend to the Leroy Township Board that the sign ordinance be adopted. Keenus seconded the motion–carried by all. Dale will report such to the board.
Recreation Plan Update
Mike updated the room on the recreation plan. It was approved on August 7 by the Township. It was approved on September 26 by the DNR. The planning commission should remain involved.
At this point, the plan itself is ready to use to seek one or more grants.
Updates to Land Use Plan
Info to update the Township Land Use Plan is being compiled.
Members are encouraged to review the LUP prior to the next meeting.
Action Items
• Trevor will bring definitions for a sexually oriented business, and recommendations how best to rezone a piece of commercial property for that use to the next meeting
• Brian will bring a rough draft of the entire recommendation for changes to the Land Use Plan
