Meeting was opened by Don Williams at the Middle Branch
Township Hall at 5:00 p.m.
Board Members present:
Sarah Blackledge, Peggy Hoard, Bev Orvis, and
Don Williams.
Guests Present:
Attorney James White
Pledge of Allegiance was recited.
Don acknowledged Mr. White.
Mr. White
distributed copies of an Anti Blight Ordinance and Dangerous Building Ordinance
to each Board Member. Pat Michell arrived. Bob
Hoard arrived. Mr. White discussed each
one with the Board. Much discussion
followed. It was agreed that a public
meeting needs to be held for the residents of
Don asked Mr.
White how long it would take for a zoning ordinance to be drafted and take
effect. Mr. White stated it would take
between 6 and 12 months. The county has
a restriction on house trailers but no one to enforce the restrictions. 2009 will bring in a new prosecutor who may
be tougher on the county restrictions.
Minutes were read tabled until the November meeting.
Treasurer reported was tables until the November meeting.
Pat made a motion to pay checks 4518--4527 and 4118-4130.
Sarah 2nd the motion. All
were in favor and motion passed.
Old Business:
Ordinance officer
was addressed and Don nominated Bob Hoard for the position. Bev 2nd the motion. Bob said he would accept the position. All were in favor and the motion passed. The board will set the pay and mileage before
January and the position will take effect in January.
The Marion Public
Library Contract was brought up. Pat had
forgotten to check on this but will do so before the next meeting.
New Business:
Don will find out
the cost of having the three township properties surveyed.
Don brought up the
pay rate for the Board of Review. He
felt an hourly rate should be offered.
Discussion followed. It was
agreed that $25.00 an hour should be given for the first hour and then a pay
rate of $25.00 per hour in 15 minute increments after that. Also training would $50.00 for a half day and
$75.00 for a full day. Peggy is to place
an ad in the Marion Press for applicants for the Board of Review at $25.00 per
hour, to contact her in writing postmarked by November 7, 2008.
A notice for a special public meeting will be placed on the
outside information board at the township hall and in the Marion Press for
October 21, 2008 at 5:00 p.m. to discuss the Anti Blight Ordinance and the
Dangerous Building Ordinance. Attorney
James White will be present.
The next regular meeting will be held on Monday, November
10th beginning at 7:00 p.m. at the Hall.
